One particular photo simply will not sync from LR Classic to mobile
For what it’s worth, I had the same problem with one photo. It was a normal import in a batch of 100 or so and was never edited after the import. My apologies. I misinterpreted, thinking the it was new-format catalog created during the migration/sync with the new batch of confusingly named Lightroom products. Sent from my iPad using Tapatalk- davidtoole

The often suggested fix for this problem is to search for "Sync.lrdata" folder. With LR closed, delete this folder. Open Lightroom and it will recreAte the catalog.
