Question or Description of Problem: Is is possible to create a smart collection inside a collection set and have it search only within the collections of that set? If I use "collection" as a search field, this seems to apply globally to all collections, including those in other collection sets.

I don't think so.

Assuming the collection in question has been constructed around a useful metric it should be possible to incorporate those criteria as well as adding more restrictive criteria for the new Smart collection.

Assuming that the other collections in the collection set are normal collections (a smart collection can't search for images in another smart collection), you only have the collection name to search on. So what you could do is add something distinctive to the names of all the collections in this particular collection set, and search for that part.

Here is a scenario that would work for you:
First the Smart Collection can only search Static Collections. If your Collection set contains the static collection that are uniquely named with a prefix then you can create a Smart collection using this logic:
  1. Each Collection in the Collections begins with or contains the same unique characters (e.g. "NATURE:")
  2. No other collection contains this character string.
  3. The first criteria item in the Smart collection could be structured as:
    1. {Collection}{starts with}{NATURE:} or
    2. {Collection}{contains}{NATURE:}
  4. Follow this with other critical criteria items.
